After confirming with the operations personnel, although SSL is enabled upstream, it is not being used. The production database cannot change the configuration and take effect upon restart. The downstream needs to skip this verification on its own. According to MySQL connection information, the SSL verification can be skipped using the skip-ssl parameter. I am not sure how to set this up in TiDB.
